Pass skip_qa_test as inputs

What does this MR do?

This MR is a dogfooding for the Inputs for Pipelines feature.

This MR is not ready to merge unless the changes in the gitlab-org/omnibus-gitlab project are merged.

In this MR, we are passing the skip_qa_test parameter to the downstream pipeline of the omnibus project.
