What does this MR do and why?

Remove all code of /remind_me proof-of-concept.

This feature never was released. Nowadays, our todos support snoozing. We can leverage that to reintroduce this functionality if needed.

No change. The feature flag only added a /remind_me quick action to comment fields on issuables, but was only ever enabled for a handful of projects on gitlab.com
