What does this MR do and why?

Rewords the failed Omnibus pipeline message to:

  • Offer assistance, but not the solution. If engineers are unable to debug and interpret the end-to-end failures, provide the assistance channel.
  • Include an "improve this message" link

Rewords Feature Flag Rollout template to offer assistance if the end-to-end failures are unable to be diagnosed by the author.
