Add subscribed, due, and updated filters to work items list

What does this MR do and why?

This MR adds a subscribed filter, and adds due and updated filters behind the issue_date_filter feature flag since it uses a datepicker which has some UX concerns.

How to set up and validate locally

1. Enable the issue_date_filter feature flag
2. Go to a work items list page such as the epics list page
3. Test the subscribed, due, and updated filters
