Fix security reports test and update pipeline test

What does this MR do?

This puts back a required prepend statement that was removed in !18136 (merged), and updates a view that was moved

It also changes a pipeline test to reload the page to update the pipeline status (to avoid flakiness)

Closes #33993 (closed)
