How to set up and validate locally

1. Select a non-English language.
2. Enable merge_request_dashboard flag
3. Go to merged tab in merge requests dashboard https://gdk.test:3443/dashboard/merge_requests/merged
4. Move pointer to i button in Merged recently header and check date in tooltip
