What does this MR do and why?

Add an event hook when application settings are updated

This ClickHouseForAnalyticsEnabledEvent can be used to trigger ClickHouse backfills from PG. This is a preparation MR. Actual worker which subscribes to this event will be implemented in upcoming MRs.
