What does this MR do and why?

Revisit snoozed todos timestamp display

All todos now display their created_at timestamp, regardless of whether or not they are snoozed. If a todo is snoozed, the clock icon is displayed next to the created_at timestamp. The icon has a tooltip attached to show the formatted snoozed_until timestamp.
