Fix minor UX issues for container protected image tags

What does this MR do and why?

  • Fix alignment of edit/delete rule buttons in smaller widths.
  • Fix unfriendly text wrap when hovering on the protected badge
  • Update minimum access value to be capitalised instead of being uppercase

Changelog is not required since the feature is behind a feature flag.
