Refactored BillableUsersUtils
What does this MR do and why?
- Modified the util to be called via class invocation, to allow the util to be used at other places.
- Removed feature specific check from the util to make it more accessible
- Removed NO_ACCESS role checks as that role should never come here
- Decoupled Minimal Access and member_role_id
