uninitialized constant EE::Gitlab::Throttle during code reload

What does this MR do?

When code is reloaded (such as making a code change and using spring) the error NameError - uninitialized constant EE::Gitlab::Throttle: would get thrown.

Moving EE::Gitlab::Throttle to it's own file make the code reloading happy again.
