What does this MR do and why?

Reintroduces the changes added in !172742 (merged), which had to be reverted due to pipeline failures.

The pipeline issues have been fixed by removing !172742 (diffs) and adding a missing rule to the CI task as suggested in the issue where the pipeline failure was brought up.

Most of the code and commits are the same as in the original MR. The only changes are !183851 (69037845) and !183851 (4f745c65)
