Revert "Merge branch 'allow-schedule-package-and-qa-to-fail' into 'master'"

What does this MR do?

Remove allow_failure: true from schedule:package-and-qa.

Based on #33272 (comment 228440709), there have not been timeouts recently and all failures have been actual test failures.
