Exclude bot users from dormant removal

What does this MR do and why?

As per #458450 (closed), bot users should not be removed when using the automatic dormant member removal feature.

This was overlooked initially, so with this MR we are adjusting the worker to skip bot users when processing dormant users.

We don't have to worry about having already removed bot users as no removals will take place until after 22nd April 2025.
