How to set up and validate locally

1. Check out this branch
2. Visit https://gdk.test:3000/admin in the GDK
3. use devtools to inspect the "Documentation" info icon buttons and "Configure" gear icon buttons on the feature card(s) in the bottom row of the admin dashboard
4. You should see that the documentation links have aria label Documentation about the "$FEATURE" feature and configure links have aria label Configure feature "$FEATURE"
