Remove limit_unique_project_downloads_per_namespace_user feature flag
What does this MR do and why?
This MR removes the limit_unique_project_downloads_per_namespace_user and all references to it from the code. This feature flag was originally added to rollout [SAAS: Implement an automatic ban/block for users that clone more than X repositories within Y time period] (https://gitlab.com/groups/gitlab-org/modelops/anti-abuse/-/epics/1) on production. It has been fully rolled out on all environments and it ready to be cleaned up.
