Zoekt: Index pending delete projects
What does this MR do and why?
We've discovered that we have remaining stuck repositories in the initializing state (around 50) even after
we merged Zoekt: Fix missing repo logic (!182585 - merged) (#521189 (closed))
This is because we skip pending_delete projects, but I realized that we shouldn't do that. What if the user
cancels the deletion? Then we'd have missing results.
This time I introduce this behind a feature flag so that we can toggle if we encounter something similar to #519708 (closed)
