What does this MR do and why?

Remove kubernetes_agent_protected_branches feature flag

This patch removes the kubernetes_agent_protected_branches and documents that the feature it gated is generally available in 17.10. The feature flag has already been globally rolled out on GitLab.com gprd for a while now.
