Fix any-approver rule data for projects
What does this MR do?
During the !16121 (merged) project rules were created with rule_type: 4, but the code expects it to be rule_type: 3. We need to correct this data via migration

As of 2024-05-14 a change has been implemented to enforce access token expiry. If you see higher numbers of HTTP 401 responses, please check tokens that may have expired.
