Adds login input with copy box and supporting copy to empty container registry view

What does this MR do?

Closes #32866 (closed) by adding new copy text, new disabled text input with docker login url and copy button.

current open questions on issue:

• Should the new copy be italicized or have some other differentiating style?
• where should the Two-Factor Authentication link go?
• where should the personal access token link go?
