Propose and document a location for running chatops commands

What does this MR do?

Proposes and documents a location for running chatops commands related to feature flag control.

The slack rooms were suggested by @splattael and @sengelhard though we should document this with the feature flag documentation.

This MR also makes a few minor tweaks to headings and wording.
