api: Add Repository Health API
What does this MR do and why?
Creates a new repository-scoped API that returns health information. Currently, it returns the same fields as Gitaly's RepositoryInfo RPC, but it could be extended in the future with more attributes.
The API is placed behind a feature flag to control rollout: #521115
