[Duo Assisted] Nav eval > Enable filters button

What does this MR do and why?

• Fixes button so that it is default enabled, which is what Pajamas guidelines recommend so that users know they have permissions to apply the changes
• This code was written by Duo Workflow

How to set up and validate locally

1. Perform any search in your gitlab instance. For example, in my GDK this takes me to http://127.0.0.1:3000/search?search=heello&nav_source=navbar
2. On the lefthand nav bar, note that the "Apply" button is enabled by default
