What does this MR do and why?

This MR removes the derisk_user_access_level_in_git_hook feature flag to enable the fix for GitLab Broadcast Messages not appearing in Git ... (#497152 - closed).

The feature flag is already enabled on gitlab.com:

  • since Friday, 7 Feb for the gitlab-org/gitlab project.
  • since Monday, 10 Feb, 10:01 CET for everyone.

Monitoring Sentry and Kibana showed no new errors or noticable increase of response time.
