Docs: add group members API option to add a service account to a group

What does this MR do?

Currently, from 16.8 group Owners can use the member roles API to add a service account user to or remove a service account user from the group, even when LDAP synchronization is enabled for the group. The member roles API is only for GitLab Ultimate therefore, adding the group members API endpoints as an additional option for GitLab Premium.

• If the content requires it, ensure the information is reviewed by a subject matter expert.
• Technical writer review items:
  • Ensure docs metadata is present and up-to-date.
  • Ensure the appropriate labels are added to this MR.
  • Ensure a release milestone is set.
  • If relevant to this MR, ensure content topic type principles are in use, including:
