Try waiting for previous dropdown to definitly close before going to click

What does this MR do?

EE port for https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/11070

I attempted to fix a transient failure with protected_tags_spec earlier and saw it creep back up over in https://gitlab.com/gitlab-org/gitlab-ce/builds/15512285.

This could be one we struggle with but I'm hoping that this fixes it.
