Resolve "[FE] Productivity Analytics: No labels on the last column of the column chart"

What does this MR do?

This MR passes the ProductivityAnalytics.start_date from !17933 (merged) to the daterange picker to ensure that users cannot select any start date on the Productivity Analytics page before the date the feature is deployed.

This is behind the productivity_analytics feature flag.
