Add enforce_email_subaddress_restrictions application setting

This MR introduce a new application setting for enforce_email_subaddress_restrictions. This application setting will default to false and be used to determine restrictions for users with the same subaddress email as banned users.

How to set up and validate locally

To validate the ability to edit the enforce_email_subaddress_restrictions application settings via the API:
