What does this MR do and why?
The feature "Protected packages" has been rolled out in the milestone %17.5, see https://about.gitlab.com/releases/2024/10/17/gitlab-17-5-released/#safeguard-your-dependencies-with-protected-packages . This means that the GRAPHQL types related to the feature are now stable and do not need additional "deprectation" warnings, i.e. experiment: { milestone: '16.5' }.
As part of the feature flag rollout all occurrences of the feature flag have been removed in !169246 (merged). But, the additional labels ("deprecation" warnings) in the GRAPHQL API have been missed. This MR removes these warnings.
