How to set up and validate locally

  1. Enable the validate_codeowner_users feature flag
  2. Add a CODEOWNERS file that contains references to users that do not exist or do not have the ability to approve merge requests on the project (e.g not developers of the project)
  3. Check the file in the web ui (For example http://gdk.test:3000/root/codeowner-loader-test/-/blob/main/CODEOWNERS)
