Allow additional method of gathering web metrics

What does this MR do?

This introduces that is run in context of master process:

  monitoring:
    web_exporter:
    #  enabled: true
    #  address: localhost
    #  port: 3808

On worker restart we shutdown the exporter.

Related to #30037 (closed) and #30201 (comment 224452030).
