What does this MR do and why?
Create cluster_agent_migrations table
This table will be used to track progress when migrating from the legacy certificate based Kubernetes integration to the GitLab agent.
Database review
How big is the table going to get?
There can only be one of these records per clusters record (there is a unique index), and there are ~60k clusters total.
How fast will records be created/updated
These will only be created/updated by users as they complete each step in the migration process. Probably <1 operation per hour. Once the migration is complete this record (and the parent clusters record) will be removed.
