Moves docs api lint check out of the static analysis job.

Also resolve conflicts with .gitlab-ci.yml introduced in https://gitlab.com/gitlab-org/gitlab-ce/commit/9b3f728cca163e1e6c0a67b932bbd04f74896d87.
