Backporting the bug: Remove feature flag for multiple approvals

What does this MR do and why?

Feature flag multiple_approval_actions was removed on backend in 17.8

But was not cleaned out on frontend, resulting in unexpected behaviour because ff, being undefined on backend , always defaults to false on frontend

This MR cleans out Feature flag multiple_approval_actions on frontend
