What does this MR do and why?
This MR updates our SPDX file to the 3.26.0 version released recently.

Changes to Existing Licenses:
- Most changes were related to reference number adjustments to accommodate the new licenses
- The Net-SNMP license had its deprecation status changed
- The W3C-20150513 license is now OSI approved
- The HPND-sell-variant license had its "seeAlso" URLs updated
- PSF-2.0 license had its "seeAlso" URLs updated
Removed Licenses:
- No licenses were removed from the list
Notable changes:
- The total number of licenses has increased
- The list maintains backward compatibility as no licenses were removed
- One license (W3C-20150513) received OSI approval
- One license (Net-SNMP) was marked as deprecated
- Most changes were administrative (reference number updates) rather than substantive changes to the licenses themselves

- Create new project
- Go to Secure -> Policies -> Create new -> Merge Request Approval Policy
- Select License scan as a rule type and take a look at the list. You should see there new licenses listed above.
