Remove the ignore rule for dropped column

What does this MR do and why?

This is MR does what !176730 (merged) was meant to do, it had to be reverted (see !177859 (merged)) because it was going to be released in %17.8 instead of %17.9. Now, this MR is accomplishing what it was meant to do in the correct milestone. Closes #458206 (closed). Removes the ignore rule for the confidence column from the security_findings table.
