Improve spacing between page action buttons

What does this MR do and why?

Spacing looked wrong on these action buttons because the dropdown has a variant of "tertiary" instead of the default which removed its border and background, this MR sets the variant to default. @jrushford @afracazo thank you so much for working on this. We typically use a tertiary button for the ellipsis. Do we need to break that pattern here?

The original alignment issue was fixed in !174601 (merged) so perhaps this MR could be reverted?
