Sync ruby3_3 and rails_next branches in ruby-sync

What does this MR do and why?

Related: Bump next Ruby version to 3.3.6 in CI (!177504 - merged)

Once Ruby 3.3 is added to CI, we need to synchronize ruby3_3 branch regularly. We can also use it to sync an additional rails-next branch to run RAILS_NEXT tests on it.
