What does this MR do and why?

Partially disable rule mode

  • for merge request approval policies
  • move invalid checks into from_yaml method
  • check for invalid actions
  • remove checking of fallback settings
  • add alert for fallback setting
  • remove hasParsingError property
  • update tests for new methods
