What does this MR do and why?

Remove Prometheus client from DB PrometheusAlertIndicator.

The Prometheus client is disabled for Gitlab::Database::HealthStatus::Indicators::PrometheusAlertIndicator for quite some time now. I think it's safe to remove it from the codebase.
