Resolve "Add Slack notification for scheduled `package-and-qa` jobs"

What does this MR do?

With !17237 (merged), schedule:package-and-qa job is now run on schedules.

This MR adds CI jobs that send slack notification to channel qa-master with the result of the schedule:package-and-qa.

Issue is tracked in #32776 (closed).
