What does this MR do and why?

  • The custom role query gets run the most amount of times because of Ability.allowed?(user, <custom_ability>, subject). This MR adds the custom role preloaders to both in GroupPolicyPreloader and ProjectPolicyPreloader, behind a feature-flag.
