What does this MR do and why?

Do not require TLS certs for Redis Sentinel in Workhorse

Previously TLS client certificates and a system certificate were required to use Sentinel with Worhorse. However, mutual TLS authentication is not required for Sentinel, and the system default pool can also be used to validate the server certificate.
