Add GitLab Dedicated storage type definitions to public docs
What does this MR do?
Adds a page in the public documentation for GitLab Dedicated to help customers understand how we define the different types of storage for Dedicated instances so they are better able to determine how much storage capacity they will need to purchase.
Currently these definitions are only available internally which has lead to confusion about what has been purchased / provisioned when they see their repository storage size in Switchboard or it is referenced during the onboarding / migration process.
