Clarify details about merge only if pipeline succeeds feature
What does this MR do?
This makes it a little more clear that enabling/disabling GitLab CI/CD pipelines will not disable the Only allow merge requests to be merged if the pipeline succeeds feature, which is correct behavior. The feature remains enabled to allow pipelines from other integrations (Jenkins) to prevent merges when they fail. See issue linked below for more details.
Also updates the linked screenshot to show the current UI, and cleans up the surrounding text.
