Moved seat_control from helper to controller
What does this MR do and why?
As part of !174712 (diffs) we added seat_control to application_settings_helper.rb's visible_attributes, which exposes seat_control via both api and to the controller. But since new_user_signups_cap is not exposed through API, exposing seat_control does not make sense, as one cannot be updated without the other.
As part of this change we have moved seat_control from visible_attributes of the helper to controller
