What does this MR do and why?

Adds a cve column to pm_advisories. This is done to support querying of CVSS scores from a CVE identifier, without querying the identifiers JSON directly, which led to scale issues.

Different querying options were considered. Creating a new column seems to be an appropriate way forward.
