What does this MR do and why?

This is one of the correction actions from 2024-12-19: The PGBouncer Single Core per Node ... (gitlab-com/gl-infra/production#19033 - closed)

I believe we've made a mistake when pause flag only toggled zoekt tasks. This MR allows us to pause all the Zoekt-related sidekiq jobs.
