Updates step_url for users that do not have registration_type

What does this MR do and why?

Updates step_url for users that do not have registration_type

• change step_url to the group creation page for users that do not have a registration_type. This will allow them to skip the company page where we only expect trial users to reach. Since they have no registration_type we default them to free and that is causing an error. By changing these to the group creation page, we can allow them to skip that form as we consider them free. These users do not have a registration_type since they started registration before we filled out that info in the database.
• It looks like our update in here will handle all but one offender in the db and that should be fine. This will be a total of 32_924 records being changed.
