What does this MR do and why?

Backport Reject system notes when indexing notes on work... (!175632 - merged) into %17.7

Note: The linked MR is incorrectly labelled as typefeature but it's typebug and I cannot change it

This is required because indexing system notes will (and has) caused db timeouts in some cases on GitLab.com when issues have many notes
